Penn is that high up because he is the best 155lber in the world. Like him or not, when he stays at 155 and fights he is better than everyone at that weight. Next week he has a good fight coming up against Florian.
IMO, Fedor is #1 and GSP is #2.

True. But in my opinion it does. Pennr has one loss at 155 pounds, and that was to Pulver in his prime. All his other losses was when he moved up in weight. Outside of his cardio Penn is an extremely good fighter. One of the best in the world.
